Rulers of the Heavens

Rulers of the Heavens is the third main Japanese set of the ADV era, built around dragons and flying Pokémon of Hoenn. The set has 54 cards, and its best-known hits are Rayquaza ex and Dragonite ex, alongside Salamence, Flygon and Kingdra ex. The series' character is defined by early Pokémon-ex and classic holographic rares, without later additions such as Tera or illustration rares.
